The following speech extract was delivered during the 2018 State of the City Address by Mayor Herman Mashaba during a sitting of Council. This DA-led coalition government is making great strides to bring better services to its most vulnerable residents. Money has been set aside and work has begun to bring water, electricity, sanitation and roads to 51 informal settlements over the next few years. 11 clinics will get extended hours so that residents can access healthcare in the evenings and on weekends. And the decision to fast-track the title deed delivery process is starting to pay off for the 3 900 residents who have been receiving ownership of a home that they can pass on to their children.
This is the City of Johannesburg’s vision for the term:

Every employee must adjust to the environment of a new coalition government.

The City must be responsive and focus on the most deprived.

We aim to grow the City’s economy by a minimum of 5%.

Every employee must hold their position because of what they know, not who they know.

Former Gauteng HAWKS Head, Shadrack Sibiya will lead our new internal investigations unit, to combat public enemy number one.

A list of all semi-completed housing units within the City will be produced so that our people can have houses to live in.

For the first time in Johannesburg’s history, a housing list has been completed. This list will be available in government offices and on the City’s website.

Title-deed delivery must be fast-tracked. In 2013 not a single title deed was handed out. Within a week, we had 2000 ready for processing.

We have launched a pilot project for a clinic to operate for extended hours. Monday to Friday: 7am - 10pm, Saturdays: 7am - 1pm.

We will bring world-class investment and development to the Inner City.
